Committee Charges


Listed below are committee charges and chairs for 2007/2008. Charges are to be regarded as general guidelines; specified tasks are detailed in the MLGSCA Manual of Policies and Procedures for Officers, Committees, and Representatives. The President and Advisory Council annually examine committee charges in the light of recommendations from previous committee chairs, the Advisory Council members, and individual members.

Awards Committee
The Awards Committee is repsonsible for developing standards and guidelines for the following awards: 1) MLA Scholarship Donation; 2) Louise Darling Award; 3) Graduate Library School Donation; 4) MLGSCA Professional Development Award(s). The Committee is to develop procedures and guidelines for the establishment and maintenance of an ongoing "Scholarship Fund" from which monies are used to fund awards.

Continuing Education/Program Committee
The Continuing Education/Program Committee consists of the President-Elect, who serves as Chair of the Program Committee for purposes of program planning; the Continuing Education Chair, who is appointed by the President for purposes of coordinating Continuing Education courses; and other committee members as appointed by the two chairs. The Committee is responsible for planning all MLGSCA programs and continuing education courses presented other than at the Joint Meeting. It also coordinates educational courses with MLA, the regional office of the National Network of Libraries of Medicine-Pacific Southwest Region, and other library organizations for MLGSCA members.

Electronic Information Resources Committee
The Committee coordinates MLGSCA automation efforts: 1) maintaining and developing the MLGSCA Web Site, 2) the MLGSCA listserv, and 3) electronic information sharing.

Exchange Committee
The duty of the Exchange Committee is to facilitate the timely exchange of duplicate material lists among subscribing individuals.

Finance Committee
The Finance Committee has responsibility for the control and general supervision of the financial affairs of the MLGSCA. It provides consultation and coordination to the President and Treasurer and Treasurer-Elect in recommending and developing the annual MLGSCA budget presented to the Advisory Council each year; reviews, and makes recommendations to the Advisory Council regarding income-producing activities and investments of the Group; reviews, and makes recommendations to the Advisory Council regarding financial reports of the group including the annual external audit. Maintains and revises the MLGSCA Financial Manual as needed.

Governmental Relations/Bylaws Committee
The Committee monitors and informs MLGSCA members of existing and pending legislation, the implementation of public laws and the actions of governmental agencies on issues vital to the interest of health science libraries. It educates members about influencing the political process and encourages members to respond to governmental officials when action is needed. It also cooperates with other legislative committees of MLA chapters, the MLA Governmental Relations Committee and other associations and organizations which support similar goals. Bylaw changes and/or proposals as recommended by the Advisory Council or members are prepared by the Committee and the Bylaws are continually reviewed for appropriate changes that can be recommended to the Advisory Council and members.

Interlibrary Loan Committee
The Interlibrary Loan Committee's purpose is to facilitate and improve the loaning of books, photocopies of journal articles, and documents delivery in general, among libraries.

The ILL Coupon Exchange Program allows libraries to pay for copies of articles using MLGSCA coupons instead of cumbersome billing procedures. Several libraries now participate in the Electronic Fund Transfer System (EFTS). This is a transaction-based electronic billing system for interlibrary-loan (ILL) and document delivery. EFTS is the mechanism for document delivery compensation that MLGSCA would eventually like all member institutions to adopt.

Membership Committee
The Membership Committee collects and maintains all information relating to membership in MLGSCA. The committee is responsible for: 1) maintaining the Membership Management System, the organization's database of membership records; 2) revising, publishing, and distributing the annual directory; 3) printing mailing labels, name tags (not Joint Meeting badges), and membership reports; 4) contacting prospective members; 5) sending and receiving renewal and new membership forms; 6) promoting and welcoming new members; and 7) accepting nominations for honorary and special membership and recommending qualified candidates.

Newsletter Committee
The Newsletter Committee shall prepare a quarterly newsletter for the group, which will be made available electronically as a PDF document on the group's Web site. Committee shall collaborate with chair of Public Relations in an effort to promote advertisements for newsletter.

Nominating Committee
There shall be a Nominating Committee of five members. The Committee members shall be elected by plurality vote of the Group members present and voting at the Group's last (usually Spring) business meeting. The Committee shall elect a Chair by majority vote of its members.

Professional Issues Committee
The Professional Issues Committee provides a forum for the discussion and resolution of professional issues of concern to the membership. The major purposes of the Committee are as follows: to further the professional growth and development of MLGSCA members; to conduct an ongoing assessment of the membership's professional concerns; to identify current and future needs of the members and of the profession and its clientele; and to recommend programs and educational opportunities as well as other measures which would encourage action by MLGSCA and individual members to resolve those needs. The committee coordinates recruitment and retention efforts, including the chapter's mentoring program. The Benchmarking Chapter Educator serves as an ex-officio member of the committee.

Public Relations Committee
The Public Relations Committee is charged with publicizing the Group and its activities and increasing the visibility of health sciences librarians. It is also involved in obtaining outside sources of funding for the Group, primarily through fees for advertising in MLGSCA publications.

Research Committee
The Research Committee is charged with administering the annual Research Awards Program. The Committee issues calls for research proposals, reviews proposals that are submitted for consideration, and recommends winning proposals. The Committee encourages members to engage in research activities and alerts members to continuing education opportunities that will help to develop research skills. The Committee also works to strengthen ties with the MLA Research Section and other related groups.

Other Committees
Other committees may be appointed during the year by the President as the Advisory Council shall deem necessary. Announcements of these committees shall be made through the newsletter.
